Tho I think the punishment system should work like this:
You (mods) can only strike someone that is of lower authority than you (for example, I can't strike fishy, but I can strike Tokuni) like:

Moderators can only strike Members.
Global Moderators can strike Moderators as well as Members.
The Administrator (fishy) can strike anyone.

See what I mean?
